The rough concept of Cloud Computing is basically taking intranets and putting them on the internet. Easiest way to think about it is taking your savings from your piggy bank on your dresser into an actual bank. Both do the same job, but one strives to provide an extra value based on what you gave.
Now if you look online the associations between the two are still in contention, simply because both Cloud Computing and Semantic Web are in contention. Its all mostly speculation on what either can do, but the main issue as I see it is that they both are providing fundamentally different services for different needs. One can be used for another, but the fundamental question would be why?
