Linking Artificial Intelligence & Open Data

Alex Howard of O’Reilly Radar reports, “After years of steady growth, open data is now entering into public discourse, particularly in the public sector. If President Barack Obama decides to put the White House’s long-awaited new open data mandate before the nation this spring, it will finally enter the mainstream. As more governments, businesses, media organizations and institutions adopt open data initiatives, interest in the evidence behind release and the outcomes from it is similarly increasing. High hopes abound in many sectors, from development to energy to health to safety to transportation. ‘Today, the digital revolution fueled by open data is starting to do for the modern world of agriculture what the industrial revolution did for agricultural productivity over the past century,’ said Secretary of Agriculture Tom Vilsack, speaking at the G-8 Open Data for Agriculture Conference.” continued…

Innovation at the Open Data Institute

James Vincent of The Independent recently wrote, “Officially launched on 4 of December the Open Data Institute (ODI) is an independent, non-profit and non-partisan company that aims to become the UK’s premier academy of big data. Considering the current hype surrounding terms such as ‘big data’, there are some that might view this new initiative with suspicion but the ODI seems part of an understated if confident shift in how the UK is taking advantage of a natural resource of the information age: data. The project was first conceived by Sir Tim Berners-Lee and the Professor of Computer Science at the University of Southampton Nigel Shadbolt. The pair made a joint statement in The Times, detailing their vision for data-driven innovation and increased government transparency regarding this information.” continued…

Co-Chair of the Open Government Partnership Shares Vision for Open Gov

Francis Maude, Minister of the United Kingdom’s Cabinet Office, recently shared his vision for Open Government. Maude writes, “The movement for transparency and openness in government took decisive steps forward last week. As lead co-chair of the Open Government Partnership, the UK hosted the first ministerial level meeting in Britain of this growing international initiative. But this meeting wasn’t just symbolically significant. We put in place key measures that will help move the OGP from fine words to accountable actions.”

Maude continues, “At the same time, the Open Data Institute, based in London’s Tech City, and the first organisation of its kind anywhere in the world, officially opened for business. continued…

Bringing Together Public Open Data & Academia

John Kaye of the British Library recently shared his views on what open data and academia have to learn from one another. He writes, “Professor Nigel Shadbolt recently visited the Library to talk to staff about the benefits of releasing public data into the wild. He didn’t need to convince me, being a public sector researcher prior to joining the library I fought many licensing and cost battles to get my hands on the data needed for my research projects. This blog isn’t about making the case for opening up public data as this has been made many times and yielded numerous important benefits. Having worked in creating, using and disseminating both public and academic data I think that there are tools and methodologies that both areas can learn from each other.” continued…

Insights from the SemTechBiz Conference – UK

The Semantic Technology and Business Conference – UK took place in London last week at the Millennium Goucester Hotel, and a number of themes emerged from the two-day event. A few of the sessions are highlighted below, but first, let us turn to some of the attendees to share some of their favorite insights and takeaways:

Public Sector Semantics

There was a lot of interest in the Public Sector work. One of the presentations that highlighted the Open Data movement was Nigel Shadbolt‘s Keynote presentation about the recently launched Open Data Institute. We have covered the ODI here, and Professor Shadbolt shared some exciting insights and perspectives on the Open Data economy. In his presentation, he referred to a report on which he collaborated that was published by Deloitte Analytics. This free white paper is available for download.

Ambitious Plans for the Open Data Institute

Olivia Solon reports that Professor Nigel Shadbolt has shared an outline of the plan for the UK’s Open Data Institute. She writes, “Shadbolt told Wired.co.uk: ‘Open data is not just about transparency and accountability; there is potential for economic innovation and value to come from it.’ The Institute’s remit is fairly broad, but will primarily focus on helping private and public organisations understand how to make the most of open data. It will not actually store any data itself, but it will provide business incubation for startups, providing mentoring, advice and potentially space. Shadbolt says that the aim is to cultivate and incubate 12 companies a year.” continued…

UK to Build New Open Data Institute

Katy Cowan recently reported that a new Open Data Institute is going to be established in London in order to “drive innovation and exploit the growth opportunities for the UK created by the government’s Open Data policy.” Cowan writes, “The government is to commit up to £10 million over five years to support the Open Data Institute (ODI), which will be co-directed by Professor Tim Berners-Lee and Professor Nigel Shadbolt. The ODI will be developed by the Technology Strategy Board and the implementation plan for the Institute will be published by the Technology Strategy Board by April 2012.” continued…

Seme4 Introduces See UK

An interesting new app has emerged from Seme4: “See UK is a simple visualisation of data that has geographic aspects and has been published as machine-interpretable Linked Data. See UK uses data that has been sourced from data.gov.uk and processed into Linked Data where necessary, but is also designed to be able to use other sources where available. All the datasets are then enriched, by calculating area totals from point data and inferring aggregate values for regions that do not have explicit data values, and further enriched by establishing linkage between the datasets. These enriched datasets are available directly from the EnAKTing Project, and can be accessed using the links below.” continued…

University of Southampton Takes Practical Approach to Open Data Services

A whole lot of open data made its way onto the web this week, thanks to work undertaken at the University of Southampton, where Semantic Web thought leader Professor Nigel Shadbolt is professor of Artificial Intelligence and Deputy Head of the school of Electronics and Computer Science.

The project was launched with a wholly practical approach to publishing data – about vending machines, catering halls, and other points of service – in RDF format by that school’s web manager, Christopher Gutteridge. And he’s hopeful that practical will become pioneering – so much so that he’s collecting basic recipes for good practices for organisations wanting to create Open and Linked Data here.

Garlik’s Angel Online Data Protection Service Flies Into Google’s Chrome Store

Garlik, maker of the U.K. born-and-bred semantic-enabled online identity service DataPatrol, is taking another dip into American waters. The company, which counts among its founders semantic web leading light Professor Nigel Shadbolt, today released a free, try-it version of its Garlik Angel service. The full Angel product monitors social networks, public websites and illegally traded data sites to help users keep their personal information from being found by online criminals.

The app – one of the first to hit the Google Chrome store when it opened in December – originally was available for $3.99 per month. “Basically we are trying to tell you if any of your information is in the public domain, on public sites, traded in botnet networks or on the public web, and tell you if there is too much information out there about you, and inform you about what best you can do,” says Mischa Tuffield, semantic web developer at Garlik.

More Help On The Way To Fast-Forward Your Linked Data Plans

Earlier this week The Semantic Web Blog took a look at a new service, Publish My Data, that’s aimed at helping U.K. governmental and quasi-governmental agencies climb aboard the Linked Data train.

Continuing that line of thought, there are some other opportunities emerging for public and private institutions to get some help in getting in on the fun. The more opportunities to grow buy-in for Linked Data, the better.

“Data is of course at the basis of our open and modern scientific community,” Professor Nigel Shadbolt, Professor of Artificial Intelligence in the School of Electronics and Computer Science, University of Southampton, and Transparency and Open Data Adviser to UK Government, noted in his November presentation to the Royal Society, London. The more accessible and connected it is the better the opportunity to understand it, which has implications for everything from tackling climate change to the effectiveness of new drugs for diseases.

continued…
